政策解析： China : Graduate Programs With final university results scheduled to be released in China in June, it can be difficult for students to obtain a student visa in time to commence their studies at the University in the mid-year intake 由于中国最终的大学成绩将于6月份公布，学生们很难及时获得学生签证，从而导致无法在年中(从2020年8月3日开始)进墨尔本大学学习。以下程序旨在使学生获得有条件的eCOE，从而及时获得学生签证。

Eligibility 申请资格 Applicants for mid-year entry, who are studying in their final semester at a tertiary institution in China, may apply for a conditional eCOE. A conditional eCOE may be issued if the following criteria are met: 申请年中入学的学生，如果是在中国的高等院校就读最后一个学期，可以申请有条件的eCOE。如符合下列准则，便可发出附条件的有条件录取C-eCoE:

1. Application is being managed by an authorised University Representative-必须由大学认可的代理申请该政策

3. Student is enrolled in their last semester of study to complete their degree.-学生必须是所攻读学位的最后一学期注册在读生

4. The offer is conditional only upon the submission of a completion statement and final transcript confirming that the student has achieved the required grades for entry to a specific course being offered in Mid-Year 2020.-学生录取信上的条件必须是仅剩补充两证一单，并且成绩单条件确认该学生已达到2020年年中开设的某一特定课程的入学要求分数。

5. Representative believes that the student is likely to satisfy the academic conditions stated on their offer, The representative is required to review the students results to date and we recommend that students who are borderline are not issued with a conditional COE. 6. Representative has checked and confirmed that the final results and official completion statement will be available by the due date (20 July 2020).-代理必须审查并且确认，学生的最终学术结果（成绩单）和官方毕业证/学位证将在截止日期(2020年7月20日)之前提供。

Process 申请流程： 1. Representative to upload the following documents against the student’s mid-year application by 5 June 2020.-代理必须于2020年6月5日前上传下列文件作为学生年中Con-CoE申请材料。 ① Completed copy of the Conditional eCoE checklist-完整的Conditional eCoE checklist表格-请联系iae索取 ② Certified academic transcript of results, including 7th semester studies, clearly showing that the student is on track to meet their academic condition.-认证的成绩单，包括至少7学期（总8学期课程），需清楚地表明学生有望满足他们的学术条件 ③ A complete grading scale must also be provided if this has not been submitted earlier. 1. If the request is approved Admissions will issue an updated conditional offer letter which will contain the Conditional Acceptance Agreement form.- 如果申请被批准，学校将发出一份更新的有条件录取通知书，其中包含有条件录取接受表格。

2. Representative creates an eCOE on PRISMS, and then uploads the completed Conditional Acceptance Agreement form, signed by the student, to the online application & makes payment of tuition fee deposit and OSHC. 3. Within 5 days of receipt of the Acceptance Agreement form, Admissions will approve the eCOE (if it has been created in PRISMS by the representative), including a comment on the eCOE that details the conditions of the offer. An email outlining the obligations of representative and student will be sent with the eCOE.- 在收到接受表格后的5天内，招生办将批准eCOE(如果是由代理创建的PRISMS文件)，包括对eCOE的备注，详细说明录取条件。电子邮件概述代理和学生的义务将与eCOE一起发送。

4. OSHC information: If the appropriate fee has been paid and the University is arranging the OSHC policy, students do not require the 8 digit BUPA number in order to apply for their student visa. The details recorded on the COE are sufficient for this. OSHC policies will be ordered after students have met offer conditions in July unless there is a specific request to order it earlier.- 如果已经支付了适当的费用，并且学校正在安排OSHC政策，学生申请学生签证不需要8位数字的保险号码。COE上记录的详细信息就足够了。除非有特殊要求，OSHC政策将在7月份学生满足录取条件后才会制定。

5.
